I was wondering,
Is there a way to have a remote office login to our local server?
So users in the remote office will login into windows and they will be able to access all the files and settings on the local server?

If so, how can this be done?

We do this for 10 remote offices.
I have a PIX with the servers and a 2600 or 1800 series router with security bundle at each location. VPNs are not easy to setup but they work very well.
 
If you just want files to be shared, there are many VPN applications that can be used as well as hardware routers that have VPN.

If you want like Remote Desktop for lots of users, you can buy Terminal Server, Citrix, etc.

Unless you're just sharing a small-moderate amount of small documents, make sure both offices have pretty good connections, much better than a T1. FIOS if it's available.
