Is there a free image editor for windows xp i can use to link images

I have maps of parts of my country and I want them to be one piece. One image. they are about 30 MB in size. Is there a free good program I can use to connect them?

Not really free, but it has a free trial: http://www.oldversion.com/program.php?n=psp

I like version 9, but 8.1 is a smaller download and it will also work.

Open the first image, then resize the canvas (Image menu). The default will be to center the first image, but you can adjust it to be in any corner. Then open each additional image, copy all of it (Ctrl-C with nothing selected) or part of it (use the selection tool, then Ctrl-C), then paste it into the resized first image with Ctrl-E. You can reposition it with the mouse until it's where you want it. Repeat until done, resizing the first picture's canvas as needed.

Quite nice, looks a bit like Photoshop (but without the heart-breaking pricetag). Obviously, much less functional, but it's got all the tools you're probably going to need to merge a couple of images.
 
If the maps are all consistent in scale then the job is rather simple. If not then some of the images will need to be resized before they are all 'stitched' together.

Another vote for PAINT.NET, by the way. It's amongst the best of the better-featured 'Paint' replacements.
