Is my custom loop bad?

The ambient is 22c and my water temp idle at 26c-27c, but when run aida64 for a few hours, the water temp hit 36c-37c. That is 15C delta and I heard it is sub par. Is it right? My loop cools a 9900ks 5.2ghz and the 2080ti 2160mhz 8200mhz mem. 360 ,280, 140 radiator and all fans run at 1100 rpm. Case is corsair 760t.
 
cpu is 70c-75c during stress test. Gpu hit max 50c during gaming and 55c during stress.

So no, neither component is thermal throttling. 5.2GHz is a pretty toasty overclock and the 9900KS is a pretty toasty processor, so I'm not surprised by those numbers. You likely wouldn't be able to get that OC stable without your liquid loop, so it's doing its job just fine. 👍

no thats fine and your delta is only 10c.

This. You measure delta not from the ambient, but your water temp at idle. A 10c delta is about as good as you're going to get.

Gpu temp could be a lil better but still ok.
