I'm looking to upgrade my pc a bit before getting a 46" LCD. right now I have the following:

Gigabyte GA-965P-DS3 (rev. 3.3)
Intel E6400
Corsair 520HX
G.Skill 4GB PC6400 5-5-5-15
EVGA 7900GS KO
Samsung 20"
Windows XP SP2

I notice that i get some skipping currently on my 20" while running the files, they are usually .mp4 or .mkv run in vlc. just wondering if my cpu or gpu is the problem, and when i go to a large screen im sure it will only get worse.

i've only got about $200 to put into this either way.

Get a new video card if you want to game @ 1080P.

CPU is fine. Overclock it if possible.

GPU is not hardware accelerated top play download x264 content anyways, eithger get a new decoder like CoerAVC that uses multiple cores, my e4400 @ 3ghz plays 1080p content fine uypto about 27MB with about 30-40% CPU usage

your CPU is fine, get a newwer vid card and latest drivers for it from ati or nvidia and it will offload some to the GPU, my 7600GT dioes some work due to nvidia's new drivers.

You're going to want a GTX 260 at very least (~$200) ideally a GTX 280 (~$300). If you're still using the stock HSF for the CPU, pick up something aftermarket like a Scythe Ninja or Xigmatech HDTS-1283 and OC. I had an E6420, which is pretty much the same chip, and I got it to 3.2Ghz with ease. (3.9Ghz under water :)) That along with the new GPU will be a great help.

i tried CoreAVC, it doesn't do anything for me. and i read up on it at videohelp to get it working, tried MPCHC too but nothing is helping. sounds like i'm going to need a new video card which is what i was hoping because gaming on this card is starting to suck.

but after some replies at videohelp it sounds like i need a new pc. in the meantime im just going to save my cash.

That's bullshit. Just get a new GPU that can offload the processing of HD content and you'll be set. Also, OC that E6400 of yours to 3Ghz and higher to prevent any potential bottlenecking. Once you do get that new GPU that can offload HD decoding, hit up this guide:

The GTX260 can offload HD decoding, is good enough for gaming at 1920x1200 and can be found for around ~$200:
eVGA 896-P3-1260-AR GeForce GTX 260 896MB PCI-E Video Card - $220

If all you want is HD decoding, just get the cheapest HD4xxx series card you can find and that will be more than enough for HD decoding

I've got a E2140 3.2GHz and 8800GT 512mb and 1080p files playback fine on 47" screen.
