Intel Celeron D getting hot

Im trying to fix a computer here thats having heat issues. Its a celeron D 3.06ghz and under load (prime95) its getting up to 65-66C. I took it all apart and applied arctic silver and its still doing it

any suggestions?

that's not bad for a celeron d is it?
my e6400 gets to like 68C at 100%.

It does take up to 200 hours for Arctic silver to do its magic. So wait until 200hours have passed. A few questions though:

1) What kind of case does the PC have?
2) Any fans inside the case?
 
1) crappy aluminum case
2) 80mm exhaust which moves quite a bit of air

Even with a front fan and possibly a top fan you are still in the ball park for that run of CPU's.

AS-5 might help a couple of degrees. Stock HSF? If so you might want to think after market.;)
 
65c for a Prescott at that speed isn't unusual at all, don't worry.
