I7 Extreme 975 - Locked Multi?

I'm beginning to wonder if my 975 has a locked multi. No matter what I do in the Bios on my X58 SLI (4 way) the chip will not show up on CPUID indicating the multiplier has changed.

For example. If I set the multi to 30x in the bios and the bus at 133 I see 3990mhz on the initial bios boot screen, but by the time I get into windows 7 and load up CPUID I see the good old 25x multiplier and the stock speed. If I adjust the bus up a little it will show the new core speed however.

Ideas?

I have speedstep disabled in the bios settings.
 
Its unlocked. I check around and found several writeups/reviews etc. with multiplier settings over 25. There must be something else in the bios (turbo boost related would be my best guess) that you need to configure.

Oddly enough on the CPU screen in the BIOS Turbo Mode is enabled (but there is no option to turn it off)

I added some new info: The system will allow me to downclock the CPU, just not increase the clock higher than 25. Man, this is puzzling.....
 
The multi seeming not to change properly aside, is there a reason you don't want to up the bclk in order to overclock?

Even with "only" a 25 multiplier, at a bclk of 200, that would give you a 5Ghz CPU speed which probably isn't happening with an H50 anyway.
 
it could have something to do with the speedstep/turbo/power saving features that the chip and windows 7 have built in. the BIOS doesnt know better, but once windows loads it sees your CPU not doing anything and downclocks it automatically to save power. just a guess. try disabling those controls in bios and see what happens.

Never had any luck getting the blck on the 975 or 980 past 166
