Hi everyone Im fairly new to overclocking, and need some advice on whether my overclock is stable, safe, and if i could push further.

you can see all relevant info there, as well as the test i was using to see the temps. Coretemp shows max recorded temp and also my current idle temps.

Of course all I can do is offer an opinion. Your futher testing and actual use of the machine will be the ultimate test and verification.

Temps - fine, Intel Burn Test is likely the most demanding as far as thermal testing goes and 75C is fine, I would not even worry until in the 80's and worry is the wrong word. Chip likely does not even start throttleing until around 100C. (RealTemp version 3.4 will read the factory calibrated TjMax, the point where the cpu will start throttling and send out an "I am hot" signal stored in the cpu's MSR register if you are curious ).

Only a minor core voltage tweak was needed so that pretty good so far.

Absolutely safe, the rest just depends on more testing and deciding if the stress on the system (which during real usage will likely be nowhere near what IBT is doing to it ) is worth the gain.

im not even sure if the vcore bump was needed at all, i initially had it set to 1.3v, but started dialing it downward step by step, first to 1.24 and now to 1.20, should i try it at stock voltages?

Would you say 19 x 200 is safe? i have OCZ Gold 1600mhz DDR3.

Every CPU is different, I get the feeling you want someone to say "go to this" as far as settings/speed/voltage is concerned. I cant do that. Try it and see testing as you go is the way to find out the limits of your individual cpu. Some are golden, some are so so and there are a few dogs in every batch. Less voltage is always better if stablity can be maintained.

Keep in mind Burn test does not excercise every part of your system or even the cpu. It is great for thermals but for example it tests nothing concerning the 3D video subsystem that would be of critical interest if you are a gamer. Going to bow out as I dont have an i7 and others will have more specific suggestions and experience with that chip. Lots of posts/people with i920 threads.

well, ive run a few runs of 3dmark vantage and also of pcmark vantage, no crashes, the temps werent anywhere close to the intel burntest numbers, they were in the mid-high 60s.

Your current temps and volts are fine. From your stats, it doesn't look like you are running a high end air H/S or water. If you invest is a good heatsink or dive into water (no pun intended), you can push the D0 to 4.0 pretty easily.

well im using a Cooler Master V8 H/S, and the idle temps are dropping for some strange reason that i cant explain, idling in the upper 30s/low 40s instead of the mid 40s now and nothing has changed not even room temps.

C1E and/or SpeedStep possibly? Or maybe your TIM has had time to break in (though that high of a drop would seem unlikely)?

not sure what C1E is, but speedstep is disabled.

Enhanced sleep states - separate from SpeedStep. Check in Real Temp (not CPU-Z as it doesn't update fast enough) and see what your multiplier is. If it's less than what you specified and SpeedStep is disabled C1E is to blame.

multiplier isnt changing in either CoreTemp or in Realtemp, temps are 39 38 37 35 at the moment.

If it helps, the room its in is curretnly 60 degrees farenheit - ~15.5C

Interesting. Have you changed the orientation of the case maybe? I know some of the Cooler Master heatsinks (particularly the Hyper 212) performed better in a certain orientation because of the poorly-made heat pipes.

You might want to run Prime95 for a while to test stability. I just OC'd my i7 920, and that threw up some errors at low voltages. I have my vcore at 1.275, multiplier at 21, and bclk at 177, running stable at 3.717 ghz. I couldn't go much further due to cooling though.
My opinion is test with Prime95 for a few hours, it might throw an error or something. I was crashing just under 3 hours until I bumped my voltage up to 1.275.
