I just received my computer parts yesterday and please forgive my ignorance. anyways my i7 2600k is being cooled by hyper 212 plus (by cool master) i used arctic silver 5 as my compound, on a cold start i went right into bios and let it sit for about 60 sec my cpu temp jumps from 96.8F/36C to 98.6F/37C back and forth when it goes to the higher temp it only last about a sec than jumps back down to 96.8F/36C (i have not attempted to overclock at all as of yet). Is this ok? Also I have installed 8gb of ram but my system settings only shows 4gb of ram. Why?
 
Temp monitoring wise, that's ok. Don't worry about it.

As for the RAM issue, are you using a 64bit OS? In addition, reseat your RAM and loosen the HSF a little.
 
You need to verify your running a 64bit operating system like Danny said above.
