there's a fairly simple test you can do, provided you have a second system to work with.
Max the upload on a connection, but keep download in check. Then send as much UDP traffic (from system #2) as possible to system #1 and monitor the data rate -- you'll see it's full use, even with upload saturated.

The underlying technology, regardless of how you connect, is irrelevant because it's a TCP issue.

yes..i got my t1 setup. It's so fast on my gaming servers and right now I'm setting up the FTP, Mail, and Web servers.
