How do I convert a VHS tape into a file?

I have a little problem that my wife wants me to figure out. We have a VHS tape with the ultrasound of our last little one (she's almost 3 now) and my wife wants me to figure out how to get it off of the VHS tape and into a video format of some sort on the pc so that I can incorporate it into the family website I'm oh so slowly building.

I have no idea how to even start doing this kind of thing so I thought I would ask all the experts here on the [H]ardforums.

I'm needing to know all aspects - hardware, software and what all I need to do. As for what operating system I'm up for either Linux or Win XP as I run a dual boot system now. Also, the cheaper the better but free is not a necessity.

You can get the Hauppage MCE150 for around $50-$75, and it has the three RCA jacks in the back. That's probably the simplest method.

I have a vhs/dvd player that will let me convert the VHS over to a dvd-r. I just convert it to a dvd . But I'm sure there's cheaper ways.
