I prefer Intel & Nvidia over AMD/ATI just because I am more familiar with it... the few times I'd used AMD/ATI I had bad experiences.
I don't want to go cheap (as in lower quality) but I also don't need top shelf or I-gotta-have-it-because-it-just-came-out stuff.
1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc
Office PC, Point of Sale/Accounting software, Parts look-up microfiche software (files on the server and not on the pc/workstation), Web browsing, e-mail + light MS Office (Word + Excel), Some/light Video and Image editing
2) What's your budget? Are tax and shipping included?
$500 to $600 before taxes and shipping
3) Where do you live?

4) What exact parts do you need for that budget? CPU, RAM, case, etc. The word "Everything" is not a valid answer. Please list out all the parts you'll need. Case, Mobo, CPU, PSU, GPU, RAM, KB + Mouse, Monitor... I should also add that KB+Mouse and Monitor could be discarded if need be.
5) If reusing any parts, what parts will you be reusing? Please be especially specific about the power supply. List make and model.
