Im new to building computers and this forum so bear with me if i make any mistakes.
My target budget is $1100 (not including keyboard/screen/mouse) Im looking to build
a long lasting computer that has the most bang for the buck.

1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc
Plenty of gaming , i like to download alot of music , i also burn xbox 360 games so i download alot of stuff
and i need a good dvd drive for burning games.
2) What's your budget? Are tax and shipping included?
i would like to keep it around $1100 shiping and tax included
3) Where do you live?
San Francisco , CA
4) What exact parts do you need for that budget? CPU, RAM, case, etc. Please be very specific.

5) If reusing any parts, what parts will you be reusing? Please be especially specific about the power supply.

Probably not but would like having the option.
7) What size monitor do you have and/or plan to have?
Planning on buying a 22" monitor. I have a 37" 1080p lcd tv for HD viewing.
8) When do you plan on building/buying the PC?

9) What features do you need in a motherboard? RAID? Firewire? Crossfire or SLI support? etc.
i have no clue.
10) Do you already have a legit and reusable/transferable OS key/license?
No. I was wondering is it worth it to buy vista 64-bit since windows 7 is coming out soon. should i just run
on XP untill windows 7 comes out? would appreciate some feedback.

With my friends help i've compiled a list i THINK would build a pretty good computer but i would like some feedback to reassure that i am really getting the best quality computer for the price im paying.

Ditch the Lian Li. It still uses 80mm fans which is somewhat inadequate for modern systems. I recommend these Lian Li cases:
$70 - Lian Li Lancool PC-K1B ATX Case
$90 - Lian Li PC-7B Plus II ATX Case
$90 - Lian Li Lancool PC-K7B ATX Case
$110 - Lian Li PC-K6 ATX Case

As for the motherboard, since it doesn't look like you need much, I recommend this mobo instead:
$85 - Gigabyte GA-EP43-UD3L Intel P43 Motherboard

GPU wise, I recommend getting the XFX HD4890 since XFX offers a lifetime warranty on their cards once you register the card. In addition, the HD4890 is perfect for a 22" monitor:
$250 - XFX HD-489A-ZDFC Radeon HD 4890 1GB PCI-E Video Card

RAM wise, ekuest's recommendation is good.

DVD drive wise, I recommend this:
$25 - Samsung SH-222F 22X DVD±R SATA DVD Burner

PSU wise, I recommend ditching that OCZ GameXStream PSU. It's based off the FSP Episilon PSU design which has out of spec ripple, or voltage fluctuations, at high loads that can damage or kill your system. Granted, you may not reach such high loads but why pay for a PSU that can kill your system?

I recommend this PSU instead since Amazon.com doesn't charge Tax to CA residents and it's of far superior quality than the OCZ:
$112 - Corsair 750TX 750W PSU

I think im going to take dannys recommedations on the video card and mobo the ram looks great for the price i was actually already taking a look at it. If at all possible i would like to use the case i picked. Would it be a good idea to replace the stock 120mm and 80mm fans with better ones( i really like the look of thr case with the clear side panel). Also i really liked the ocz psu because of the blue led fan (thought it would go good with the case) but ill probably go with the corsair because of the diffrence in performance.

Still wouldn't work well due to the fact that the REAR fan is 80mm, not 120mm. If the front fan was 80mm fan, it would have been fine. But not 80mm. A new or better 80mm fan would not improve the cooling of that case any better. . If you really want that case, scale down your CPU to a single core or something. OR you can mod the case to fit a 120mm rear fan.

Good. Trust me, you do not want that POS OCZ PSU running your system.
 
Would you reccomend any other cases then? Doesnt have to be lian li i just want good performance/air flow/ looks preferably with clear side panel. O yeah i forgot to mention i will also be going with the dvd drive danny mentioned.

I had that POS OCZ PSU running my previous system for over 1.5 years, and it's still running that setup in a different location. As long as that particular OCZ is kept under 500W, there's not much of an issue. But yes, it certainly should not be selected when there are other better alternatives. I guess what I'm trying to say is that the OCZ isn't as bad as some other PSUs out there (i.e. ChiefTec, Rosewill, Bestec, etc)

Can somebody recommend some 120mm Fans i could buy to replace stock fans, preferably with blue LED lights. If not just list it i might consider. Also an 80mm fan for the top vent.
