Someone I know is either building or buying a PC to be used for work.

1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc
Mainly workstation, lots of Microsoft office, lots of watching tv through sling box, playing music, internet

2) What's your budget? Are tax and shipping included?
I want to keep it around 600 - saw an hp with 8 gigs of ram and amd phenom quad core 2.6ghz for 640, terabyte harddrive, win7x64

3) Where do you live?
USA

4) What exact parts do you need for that budget? CPU, RAM, motherboard, hard drive, OS win7x64

5) If reusing any parts, what parts will you be reusing? Please be especially specific about the power supply. List make and model.
Powersupply, dvd drive, case

6) Will you be overclocking?
probably not

7) What size monitor do you have and/or plan to have?
dual 19s

8) When do you plan on building/buying the PC?
Pretty soon.

9) What features do you need in a motherboard? RAID? Firewire? Crossfire or SLI support? etc.
dont need any of that.

10) Do you already have a legit and reusable/transferable OS key/license? If so, what OS? 32bit or 64bit?
No, want windows 7x64

Please answer that question again.

Anyway for $600, an Intel build would not be cost-effective. If you're open to both AMD or Intel setup, contact a mod to move this thread over to General Hardware since it's more suitable.

whoops, looks like i left out win7. if you are a student or belong to various organizations like msdnaa, or know a student or member, you can still probably get a copy for $20 or $30.

You still haven't answered question 5 about the PSU correctly.

And no, that is not a good deal considering the PSU: It's of extremely low quality.

he does not have a high end power supply, thats fore sure, 500 watts at most. he doesn't need a video card so i dont see the need for a high end power supply.
Even without a video card, the PSU must still be of good enough quality to handle the PC. So for all we know, that 500W PSU is barely capable of providing 200W which is not enough for most modern systems.

these full systems are coming with 300 and 350 watt power supplys. i guess the main question is which processor does he need. quad i5, dual i5, or i3 dual

Since you stated in first post that you are looking at AMD too:

AMD Athlon II 240 + Gigabyte GA-MA785GM-US2H $116.98

G.Skill 4GB DDR2 $77

Hitachi Deskstar 1TB $80

Gigabyte 4550 $40

~$320 after shipping, and $295 after all MIR. Dual core should be fine for what he is doing. You'll need some sort of video card for dual monitors. The 4550 is just cheap after MIR, you could go cheaper upfront, or look at the new lowest 5xxx series (~$50)

This if he HAS to have a quad, but he won't need it just doing office/browsing.
