Help on budget build

1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc

2) What's your budget? Are tax and shipping included?

4) What exact parts do you need for that budget? CPU, RAM, case, etc. Please be very specific.

Here's what I've come up with for a girl that primarily wants to play all sims games, including sims 3, and also has no desire to OC or need to multitask. How does this look? Any suggestions on parts to lower the price?

This won't exactly lower your build but I highly highly recommend spending the extra $10 for one of the the fastest consumer drives out now (faster than some first gen Raptor drives and on par with current Velociraptors):
Western Digital WD6400AAKS 640GB 7200RPM SATA 3.0Gb/s Hard Drive - $60 FS

You can save $9 by going with this PSU instead which is still more than enough for that system:
Corsair 400CX 400W PSU - $60 FS

Once you factor in shipping, the better cooling Antec 300 is actually cheaper than that Coolermaster Centurion case:
Antec 300 ATX Case - $60 FS
 
Why not just get a dell deal? You should be able to find a Vostro 220 system for $400 w/ an E7300, 2GB of RAM, 160GB HDD, onboard Intel graphics, 19" LCD, and Vista. If not, then build your proposed system... with Danny's changes. ;)

Already have a 8800gt, might be able to get a free OS, plus I like building. But thanks for the suggestion.
