I'm using the leftover parts from my old computer to build a computer for a friend.

I have a GTX 560ti, 1000w Corsair hx1000 power supply, 4 gigs of ddr3 2000 (that i'll probably downclock to 1600), and a cd/dvd drive.

Friend is going to use the computer for internet browsing/ word processing / basic stuff on a 1080p 46 inch TV (I think the 560ti can handle it).

So, I need a cpu, motherboard, case, cpu cooler?, hard drive and unfortunately windows 7.

Total Budget: $300-500.

Plan to buy within a week.

The only piece i've picked is the 250 gb Samsung 850 evo (I promised my friend a solid state and for $100 it seems like the best deal for the performance).

Bonuses: Wifi in the motherboard and usb3/sata6

Well the first system is out since it's complete overkill. As for the second, it's not that good either due to the unreliable motherboard and so-so case. Now why Windows 7?

As for the second build, change the motherboard to this higher quality and far more reliable motherboard:
$82 - ASRock H97M Pro4 Intel H97 mATX Motherboard

AS for the case, at $57 shipped, it's not worth it considering the space, quality, and amount of fans included. I recommend getting this better quality and cooling case instead:
$79 - Corsair Graphite Series 230T Grey w/ Window ATX Case

You don't really need that Hyper 212 Evo as the stock fan should be enough. With that said, if you want to overclock and/or want lower noise, then the 212 Evo is a good buy.

Now why Windows 7?
Because 7 will get the free upgrade to 10 also?
So will Windows 8.1.

It has many under-the-hood improvements over Windows 7 and you can use a third-party Start Menu program like Classic Shell to eliminate the main problem most people have with the Start Screen.

Do you have a (legit, unused) copy of Windows 7? If not, go with 8.1.
 
I use 8.1 in the same way as you describe, lol, was just taking a guess.

If you don't have a copy of windows, in the FS/FT there is a guy selling keys (I assume they are reclaimed from retired business machines) for far less than able to purchase new. I've gone through 5 of them already and only 1 didn't work (which he replaced in like 2 hours from the PM). All the rest verified no problem through MS. The only catch was had to take the 5 minutes on the phone to reactivate the key as a hardware change.
