$200 is not possible. Not without going with old, slow, poor price per GB, and refurbished hard drives. Or going with used parts.

For new, I'd recommend the following:
$52 - Intel Celeron G530 CPU
$50 - BIOSTAR H61MGC LGA 1155 Intel H61 Micro ATX Intel Motherboard
$80 - Hitachi 7K1000.D HDS721050DLE630 500GB 7200RPM SATA 6.0Gb/s Hard Drive
$47 - Corsair 430CX V2 430W PSU
---
Total: $229 shipped.

Not that much over $200.
 
For that level of hardware, you can get away with a slightly cheaper power supply: Antec Basiq 350W for $33 shipped. If you have any friends near a MicroCenter, they may be able to knock off $15 less shipping (about $5, probably) for the same CPU.

Otherwise, I agree with Danny: $200 just isn't cost effective (doable with something like a 160GB hard drive), but $215 is possible.

Yes. Though I don't really agree with downgrading the PSU considering the quality of the basiq series.
 
hmm this cpu isn't passively cooled. how about a passively cooled cpu -- any options?
