Does a motherboard with HDMI or DisplayPort require a CPU with an integrated GPU, or is the GPU built into the motherboard?
 
I’m currently piecing together a system and chose the ASRock X570M Pro4 with a Ryzen 7 3700X. I don’t need a dedicated graphics card—onboard graphics would be fine for my needs. However, the salesperson told me I’ll need a video card because the CPU must have an integrated GPU for the motherboard’s video ports to work. Is that true?
 
Yes, you need a cpu integrated gpu to use them. Assuming you're not a bot, welcome!
 
Modern CPU tend to come with them, but you need to look to make sure.

Intel cpu with a K, T or no letter (14600K, 265K 265, 265T, etc...) will have a igpu on them, those with an F mean no GPU, you can look at what the gpu can do on intel website, wikipedia will have a nice list:

CPU without an iGPU will not have them:

AMD since zen4 (the 7000 series like a 7600x on AM5 motherboard) also come with a small iGPU, those tend to be limited to very simple graphic games (steam is full of them), simple 3d application and office work, they tend to handle reasonable browser gpu need for video playback fine.

yes, the 3700x do not have an integrated gpu and require an dedicated one, considering the price of dedicated GPU it could be simpler cheaper and at the same time a much faster system to go with a more recent CPU that offer it, like a 14600/13600k/13600 or the 5700g suggested above
