Heat Problems in Compaq Laptop

I have a compaq R3000US (Intel P4 3.0)

I used mobmeter and it says the temp is 73 deg celsius, my mobo is set to shut off at 82, which it has several times.

Can i save this laptop or is it done? There are two case fans on the bottom that seem to be running, I have a notebook cooler pad, and just to try to keep it on long enough to finish this post i have a normal fan underneath it!
 
If you're not too afraid of potentially screwing up your laptop and getting your hands dirty, I recommend that you take apart that laptop and clean out all the dust in it. In addition, also remove and clean the heat sink and CPU CAREFULLY!!! Apply some Arctic Silver 5 and put everything back together. Remember that you really really really have to be careful when it comes with cleaning the CPU. Google for instructions on how to clean a CPU or how to clean or a laptop.

btw is there a way to change the ACPI setting for processor throttling, i'd like to be able to turn it on (right now it's disabled) to see if it's really the cpu, or whether it's the video card or something else that's overheating.
