Hardware problem? vertical streaks on start up

I am fixing up a ~2004 build as a back up computer. It was used as a gaming rig back in the day. Anyways, about 1.5 years after it was built, vertical lines would occasionally appear at the XP login screen and remain until the computer was turned off and turned back on (restarting did not fix the issue). The streaks do not move at all, they stay exactly where they first appear. Today, the problem still exists.

Has anyone had similar issues or have any thoughts on what is causing this?

Additional info: the problem only occurs about 1 in 7 boot ups. Computer is a 9700 pro, P4C800 deluxe mobo, P4 3.0 ghz with HT, ATA/133 HDD, CRT monitor.

Any help is appreciated.
 
That's a video card problem. It looks like it's dying. Had the same issue with another video card in the past. That card ended up dying a month or two later after continual use.
