I don't game. At all.
The only thing I do that may be gpu intensive is watch movies over Netflix. I have a GeForce9 right now with tv-out, but I don't like switching back and forth between my tv and monitor.
I saw a cheap 128mb DMS-59 card for $8 shipped on Ebay .
I already have a DMS-59 to S-Video converter.. and an S-Video to DVI. So with a whole chain of converters I can quit messing with my video card connection.

So a two part question. Can that card handle higher quality non-HD streaming video? And, even if it can, will passing the signal through two converters cause any problems with my picture on my monitor?

No, that card will not be able to handle HD content.
 
Give us more information so we can give you a better recommendation. Does your TV only have an S-Video input if not what other inputs does it have? What model of geforce do you have? Replacing it with a card without manual or driver cd is not a good idea. The ebay card is most likely already discontinued and chances are it may not be compatible with your OS.
Trying to do something cheaply always ends up costing you later on, besides you may not even have to spend any cash.
 
My tv only has S-Video. My GeForce9 is an 9400gt. And my OS is XP.
I'm not on the cutting edge ;)

And I haven't used a driver cd or manual for a video card since I installed my K6-2/3D Rage Pro back in 1999. I always just download drivers.
 
assuming that you have HDMI on your set I would just buy a cheap Video Card with HDMI. That would free up alot of cable mess for ya. And cards can be had under 30 & a much better selection under 40
 
Is there anything prohibiting you from extending your desktop to the TV? I don't see any reason why you can't have both outputs active at the same time all you need to do is enable it in the drivers page. Just remember that S-Video is limited to a 1024x768 maximum resolution which should be enough for SD streaming from Netflix.
