is teh metal CPU clamp suppose to be bent?

i got a DOA motherboard last time and it was bent so i send it back to newegg and they shipped another one and this one is also bent.

is it suppose to be likt his?

Yes, I believe they are supposed to be slightly bent to give a bit of clamping force in the middle. The bend in your pic looks like it is more than I am familiar with but if its the second one with the same angle of 'bend' in it, I'd say that's the manufacturing norm now.

That is more bent than I have ever seen on any other board.

Its fine, the picture makes it look bent at a higher angle due to the flash reflection..

It's pretty clear where the flash reflection ends and a larger physical bend starts, but whatever, isn't my system.
