Would you recommend building a new pc or buying an off the shelf system for someone that does nothing but strictly internet and email? Budget for either would be $400 at the absolute most.
 
Buy a Dell vostro for $400 with a monitor, keyboard, and mouse. Best value for $400 for basic stuff.
 
Definitely off-the-shelf in this case. You may be able to find what you need for less than $400.
 
If your flexable on OS then Build.. otherwise buy..

& By that I mean will they be ok running ubuntu.
