Hello, was hoping I could get some assistance with my computer's performance issues.

Computer Specs:
Processor - Intel 2500K @ default
Motherboard - Gigabyte p67a-ud4-b3 (latest bios)
Memory - gskill 2x4GB DDR3 (f3-12800cl8-4gbxm)
Video card - Amd gigabyte 6950 @ stock
Main Drive - Intel SSD 40GB value drive
Secondary Drive - Western Digital WD1001FALS
Third Drive - Samsung HD204UI
Sound Card - Asus Xonar DG
Network card - rosewill pcie card with marvell yukon chip
Power Supply - corsair HX 750w
Monitor 1 - HP 2207w
Monitor 2 - Samsung syncmaster 2232bw

Problem(s):
Windows 7 menus lag and stutter while moving them or scrolling through them. Various games (wow, saints row 3, FF14, etc) have low fps and I get some stutter every now and then. Does not happen all the time which makes it difficult to diagnose. Also when on a website with a white or bright background, I can faintly see horizontal lines across the screen, like when you have your screen resolution to 800x600 and you move menus.scroll them, they sort of stutter and lag with horizontal lines.

What I have tried and none of them worked:
1. Updated bios, formatted SSD and installed only the bare essential drivers.
2.Checked all cables and connectors both in and out of computer
3.Checked for overheating and or throttling
4.Ran computer bare essentials and logged into windows.
5.used linx, HDD error testing suites, memory testing, gpu testing and looked for errors.
6.Cleaned all dust from computer and made sure proper air flow was hapening
7.Unhooked monitors, switched monitors, used only one monitor
8.check firmware of all devices
9.switched usb devices around and ran with just keyboard and mouse
10.Switched out power supply for an older corsair unit
11.disabled non important windows services, background apps, and computer intensive programs
12.updated windows 7 x64 with new updates from Microsoft
13.made sure power options was set to "high performance" in which the HDD(s) do not turn off

Thats all I can think off atm, really looking for some help with this as its driving me insane. Will do my best to try the suggestions and report back to this post. thanks all!

Try a different GPU if you can. Sounds like your GPU is about to die if it's having those horizontal lines.

Ok I found my old geforce 260 (great old card :) ) and swapped it in the computer on a fresh install of windows with just the essential drivers and programs.

I still get the same performance issues. I also swapped the motherboard and the result is the same.
GPU not artifacting if I am not mistaken, seemed fine when I stress tested it. the way it looks is as though you're running at wrong resolution and the screen sort of tears when moving through menus fast or scrolling up/down

hmm, looking at the list, I'm not sure what else you can do? I'm puzzled.
Perhaps try one GPU (either one), one monitor and set the resolution at the lowest setting...
Did you do anything to your rig that may have caused the problem? Added a new component?
Another thing you could try is test the rig as is with a different monitor, can you borrow one from a friend?

Now that I think about it, could it be a windows update problem? I remember when windows 7 came out everything was great. I then updated windows after half a year of no updates. Could that have cause issues? I usually just download whatever microsft recomends.

I will try resetting monitor(s) settings, trying new cables for monitors, and try a crt and old lcd monitor as well.

One more question not related to my problem. What scaling options should I use in my monitor(s) settings and in catalyst control panel?

thanks for the help gents

ok I think I found the problem.
The power socket was being overloaded in my home and my computer was not able to get enough power. I switched to a different outlet and everything seems dandy atm. Played WoW for around an hour and fps did not go below 80. Also no stuttering in the game and in windows and youtube does not lag for a sec when I surf the internet.

thanks for the help all.
