I ran it at 2.4Ghz regularly with stock voltage (dual Prime95 stable, SuperPi 32M stable, OCCT stable). Ran at stock speed with 1.2V (didn't try less than that). 2.4Ghz was fine for me, but I did have it up to around 2.5Ghz for testing purposes, and it didn't have stability issues.
It is a half-cached Toledo rather than a true Manchester (CD vs. BV). YMMV on all OCing. Good little chip. I'm going with a true Toledo with 2x1mb cache, so I must sell this one first
