I have a dead inspiron 531s desktop, and can't quite tell whether the mobo or the psu is dead, or something else. There is a light at the back of the psu (itx Bestec tfx0250d5w) which flashes quickly (can't tell color -- green or yellow). Anyone have experience with this?

1) psu blinks when connected to mobo and AC, but is solid when connected only to AC
2) another power supply also failed to power the computer, but there's no way to tell whether power is getting to the board (no led on pcb).
3) the psu failed to power another low-powered atx board
4) no obvious problem with the mobo (caps, etc).
5) haven't successfully tested the FP power switch to work (not a likely problem, but worth a shot), and header pinouts too unclear to short
6) have disconnected all parts and peripherals, connecting only AC, atx power, FP and vga

I'm at the end of my rope troubleshooting this one. Most likely dead mobo, but can't be sure.

Probably a dead mobo and PSU considering that it's a Bestec.

Seems unlikely it would be both. If there was one failure "event", neither the mobo nor the PSU should cause the other to fail.

PSU fails and can possibly kill the mobo.
