Okay, after a lot of work, I finally got the video card, cpu, heatsink, ram, and fan (along with the motherboard) installed. So I tried booting up just to see if anything worked. Well, it doesn't. The motherboard led powers up, but not a single fan spins - nothing else happens when we turn on the power. Even the fan on the psu doesn't work. What's wrong? Is it the psu or the mobo?

I don't see why a bad motherboard would cause case fans not to spin. I'm putting all my money on the power supply.
 
like underdone said - make sure the additional 4pin power lead is plugged in... and it might be that you power switch is defective - try shorting power pins with a screwdriver...
 
There are posts in several forums that the P5W mobo will not work with a Conroe... without a BIOS upgrade to version 1101. Asus website also says 1101 for the E6600.

Suggestion is to install a Prescott or Celeron, upgrade the BIOS, then pop the Conroe back in.
 
Yeah, but even if the bios was bad then wouldn't the fan on the psu power up?

About jumpstarting: how many fans do I need plugged in to meet minimum voltage requirement?

This is not true. My 6600 has been quite happy on an 0701 BIOS for a week or two now.
