Is there any easy way to tell, without turning any power on, whether a fan is blowing in or out?

uhh... on most fans it's the opposite... the intake is on the side where you see the whole fan/blade assembly, and the exhaust is on the sticker/support rib side...

and most fans have arrows to show the direction of rotation, and the direction of airflow on the side
 
I usually just turn it on anyway to see which way it blows :D.
