power supplies such as this one are supposed to be set so that the fan faces downward and into the case, correct?

I can't figure out why they would have the fan on the top.. with all the marking making it look like that is the top anyways.
 
Any good case will let you install the PSU either way, anyway. But they picture it like that to show you the fan, not to say it should be pointing up...

The fan faces down, draws air from the case, and exhausts it out the back. Many (if not most) cases will not let you mount with the fan up for a number of reasons, and most cases don't have a vent there if you did so you would kill the PSU.
