Fan controller with fan off mode?

I'm investigating the possibility of turning my server pc noiseless, for that purpose I'm looking for a 3rd party fan controller that has a fan off mode for low temps.

Is there anything like this on the market? I prefer physical HW over software control. I need it to be 3.5" not 5.25".
 
AquaComputer Aquaero or Quadro.

It's the best dang fan controller on the market and can definitely do a fan-off control mode for you.
