Can anbody recommend a program to control fan speeds? I'd like to my case fans to a lower speed during idle.

I dont think the software is able to adjust my fans RPM, because the noise coming from my case is still the same.
 
Click on the configure button, open up the fans tab then look for a rpm readout under "sample", you want to tick all the boxes that have a readout. Once you've done that you should be able to adjust the fan speed.
 
I did what you said and then went to the Speed tab and checked all 4 fans, but I still get no difference in sound.
