External harddrive not being recognized...

Got a buddy that purchased a Maxtor 200Gb USB harddrive. He plugged it in and it's not showing up. He's running Windows XP and the harddrive box claims it's a plug & play. Any tips?
 
Did he make a partition on it?
- use computer management, disk Management to partition and format the disk (which also assigns a drive letter to use it)
 
I have the same problem with the Nexstar3 for 2.5" HDs. It will only work on the direct USB port of my notebook, but on my desktop, nada. Same story with the USB hub. What gives?
