CRT's have excellent dynamic range, so when displaying a dark screen it will dim. It's the static contrast (as in measure the black value in the center of the screen that is poor), when viewing every day content and LCD will look better.
The V2400W has a poor black value accordint to DV, compare it here with the Samsung F2380M (same panel as the EV2333 but no overdrive)

In the [H] Review I believe he is talking aobut minimum luminance. No TN panel can do 0.09cdm/2 black when calibrated to 140cdm/2. He later says the native contrast ratio is 900:1@135cdm/2 luminance=0.15 black which can also be seen here with the BasiCColor Validation Results.
The [H] reviewer did an excellent job, it is very rare that any site beats DV in terms of getting good calibration results

I've ended up looking at the EIZO Foris FX2431 looks fantastic and a steal at £912 with free delivery in the UK, I want one!
FX2431 is essentially Dell 2408.
24" 1920x1200 PVA with colorshift and wide gamut issues.
Dell 2408 is worth ~$550. Add $100 for the style and $50 for the brand.
$700 is a max acceptable price for such a monitor.

Contrast ratio is still 3,000:1 across the board on most of the C-PVA panels at any given luminance.
Extra Hardware gets 3,000:1 @120cdm/2 on both the EV2333 and F2380M.
I also got 3,000:1 @120cdm/2 on the F2380MX and the F2380 was 0.05cdm/2
Rather than trolling I used evidence.
don't forget it has an insanely better color engine than the 2408 and a proper sRGB emulation mode (that is better than basically any sRGB only monitor)
