It looks like its your processor that is holding you back. But then again, I dont know much about AMD, so I would get a second opnion on this.
 
For your processor and video card that doesn't seem too out of the ordinary.

Try the 7.72 drivers. The one your running isn't official.

The only other suggestion would be to upgrade.
 
try the dna force drivers, they are unoffical but fast... its based on the slow 76.44 ironic ehh... if you do use em, install on Quality Mode, its faster then Fast mode for some reason
 
Have you overclocked at all?
The average OC for a 6600 GT is 554/1110 which should get you near 3,649 3DMarks.
This information came from the list that I maintain.

We just celebrated crossing the 1,000 score mark yesterday.
 
Congrats on the 1,000 scores. Says a lot about the user base / people of HardOCP.
