Building a new gaming rig and considering the E8400 and the E7200. Assuming they are both clocked the same (it seems both could do somewhere in the neighborhood of 3.6-3.8), what would be the performance difference between the two seeing as the E7200 has half the cache as the E8400? Are we talking 10 frames in a game, 15 seconds in a video encode? Just wondering if the extra juice in the E8400 is worth the $65 premium.

Thanks in advance!

About 3-4% on encoding and 5-15% on games (depending on how CPU intensive the game is)

Again, keep in mind the volts and heat that E7200 is going to take/make to get anywhere close to 4GHz. The E8400 is still a much better chip for not a lot more $$. No brainer IMO if this is going to be your main workhorse rig.
