e6400, asus p5b-e temp reading @ 86c

My friend just built a fresh system:
e6400
Asus P5B-E
Antec Trio
BFG 7600GT
G.Skill 2x1GB sticks

The system boots and the bios says that the temp is 86c. Half the time it locks up when you try to get into the Hardware Monitor in the bios. We can't get windows to install and if you leave it on the "temp" keeps raising up and up. Pretty sure the thermal contact is good. We are leaning twords a bios problem. Any ideas on what it might be or how to fix it?
 
Did you touch the heatsink to be sure of how warm it is? Otherwise, if it's a bios problem you could flash, or just RMA it.
 
Yeah the heatsink was nice and cold.

EDIT: Another problem is that it will auto shutoff due to what it thinks the heat is and if it shuts down while we are flashing it that would be a bad thing. Is there any way to shut it off?
 
The heatsink should actually be warm not cold unless you have a lot of airflow going over it. A cold heatsink either means lots of airflow or a poor thermal bond.
