If a PSU's specs say they are dual core ready, would it work for a quad core CPU also?

I am assuming it will. Maybe just some kind of marketing ploy.

Depends on the PSU really, although the branding is probably insignificant anyway. Whether or not a PSU can handle a dual or quad-core CPU is more down to its overall quality than its pure specifications.
 
Enermax says that about their Liberty line of PSU's. I have seen a few others state that too.

Well I wouldn't get a Liberty PSU in this day and age. They're decent PSUs but there are much much better quality PSUs for the same and more than likely lesser price.
