Usually you would use downsampling to render at a higher resolution then your monitor is capable of handling but display it anyway at its native resolution. The process seems pretty auto-magic to me, so I can't figure out if it's possible to downsample from a higher resolution yet display at a lower resolution than the native resolution of the monitor. For example, I'm using a Seiki 4K. It does 1080p at 120hz and 4K at 30hz. I want to downsample something like 1440p to 1080p and have it in 120hz, instead of having it upscaled to 4K but at 30hz. Is this possible? Dependent on the display's scaler? What's going on behind the scenes?
