It should as it is almost identical to the 6500, but it is missing TSX and Trusted Execution if you need that, plus the igpu is 100Mhz slower:

And even though there is a 500Mhz difference in base clock speeds and a lower turbo, the single thread rating is pretty similar so the 6400 should feel about the same as the 6500:
