P2V where you DO NOT have to create the identically sized .VMDK disks (inside the VM) as the source machine?

Example:

HOST#1 has 80GB C:\ where 30G is used. Does corresponding VM#1 have to have the identical 80GB disk, or can I give myself the 30GB (used) + some buffer amount and call it good?

Please keep in mind this is NOT on Converter Enterprise (hence the question).
