I have a 22 inch display and a 17 display. I want to connect my HD4850 while gaming in a single TFT and display stays stand by , so will it result in significant decrease in FPS??

No, it won't, as the game simply won't render for the unactive monitor (some games, such as Supreme Commander, and World in Conflict, will render for the second screen), thus, to the game, the second monitor never existed.

On my older computer if i have Internet explorer open on the second one it can lower it a tiny bit.

I typically leave an array of applications up on the second monitor (hw-monitor, cpu-z, uTorrent, Pidgin, and several gadjets) and don't notice it hurting performance. I imagine if you were on the verge of being vram limited it could push you over the edge but it doesn't take hardly any effort to accelerate that second monitor.

Think of it this way, any integrated graphics can drive 2 montiors in standard 2d apps. The geforce 6100 igp for example is doing this with 2 stream processors and tons of power to spare. Even an 8800GT has 112 stream processors of much greater power. The requirements for the 2nd monitor are a couple orders of magnitude lower than 3d and you really won't notice.

The only exception is some RTS games where the edge scrolling won't properly detect when you try to mouse right (onto the 2nd monitor), but thats a config issue and not performance.
