Does a weaker PSU slow the computer down, or make some things not run as well as it's supposed to?
 
The performance of a PC is rarely affected by the PSU. However the stability, longevity, reliability, and capability of a PC is dependent on the PSU.
 
If a power supply can't provide the necessary current on the rails in order to keep the voltages in check. Your system will experience instabilities, blue screens and crashes. Maybe even a complete shutdown. There will be no inbetween gray area where you have reduced performance.
