Dell Monitor's USB Ports

I was hoping that someone with a Dell monitor could answer this for me.

1.) Are the 4-port hubs on the monitors "powered" or do they rely on the computer to power it? In other words, can you connect devices that require a high amount of power such as external hard drives?

2.) Can you chain 1 monitor's hub to another monitor's hub?

3.) Assuming they are powered, do the usb ports stay on to charge/power devices even when not plugged into computer?

I am looking to get 2x Dell 2209WA or 2x Dell P2310H monitors and I currently have limited usb ports on my computer. It would be nice if I could gain 7 ports on the monitors instead of having to buy a USB hub separately.

I have a 2209WA:

1) Yes, they are powered unless the monitor is in power save mode

2) Possible, but never tried it. It's a USB hub after all.

3) Yes, I've had the screen on and the USB cable NOT connected to a computer and the devices were powered by it. I'll try it again tonight, but I believe they are.
