Dead processor?

Well I have a pc im trying to fix for a friend, I purchased a new motherboard for it because I had believed the previous one was a goner (ASUS A7V133). I recieved the new mainboard today (MSI KM2M Combo L) and the pc still does nothing. I have tried all new parts in it that I have laying around (HD, PSU, RAM, VID CARD). Everything turns on and stays on but no post. It does not make any beeps and the heatsink doesnt even get warm after 3o mins of just being on. Is it safe to assume the CPU is dead?

BTW its a T-bird 1ghz.
 
Before proclaiming the CPU dead, make sure to clear the CMOS to make sure the motherboard is ready for the processor and RAM.
