Found out the burning smell in the house was the PC. Took it apart and it seemed like the PSU was what was burning. No other apparent damage. Got an older PSU and put it and the machine fired right up. The burned up PSU was 700W while the replacement was 500W. Figured all was well but the next day, PC was gone. It turned back on and worked another day then died. No smell this time. Took it apart and cleaned it all up and only connected the HD and mobo. It started up but there was a flickering like it was shorting out. Finally it went completely. Now I get nothing. The only thing that is getting juice is the lighted USB cord connected to the mobo. It works when I connect the 20 pin connector to the mobo. No fans are functioning, including the PSU fan.

Did the original PSU burn up and damage the mobo while doing so, leading to my current situation? Or could it be something else? Don't know what else to try since nothing is functioning now.

Yes.

However another possibility is that your electricity layout may be frying PSUs.
 
Since the electrical layout hasn't changed in 7 years, I'm inclined to think that isn't what is happening. I guess the only thing to try is to get another mobo. Is there some way to at least isolate the PSU to see if the fans go on?
