1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc
Gaming / Everyday use / work / etc
2) What's your budget? Are tax and shipping included?
Not really concerned with a budget
3) Which country do you live in? If the U.S, please tell us the state and city if possible.
Charleston SC
4) What exact parts do you need for that budget? CPU, RAM, case, etc. The word "Everything" is not a valid answer. Please list out all the parts you'll need.
CPU, Mobo, Video card, Memory, case, cooling solution, hard drives (primary & secondary), monitors
5) If reusing any parts, what parts will you be reusing? Please be especially specific about the power supply. List make and model.
Nope. Probably will be giving the old set up to a family member of mine.
6) Will you be overclocking?
Nope.
7) What is the max resolution of your monitor? What size is it?
2x 2243BWX @ 1600x1050
8) When do you plan on building/buying the PC?
Probably within the next month.
9) What features do you need in a motherboard? RAID? Firewire? Crossfire or SLI support? USB 3.0? SATA 6Gb/s? eSATA? Onboard video (as a backup or main GPU)? UEFI? etc.
Uhh don't really care.
10) Do you already have a legit and reusable/transferable OS key/license? If so, what OS? Is it 32bit or 64bit?
Windows 8.1 64-bit

Your proposed setup is not that good. You've managed to go both overkill and cheap on some of the parts Let's break it down:

CPU
: You've stated that you're not overclocking. As such, there's no reason for you to get the overclock capable Core i5 4690K in your situation besides "let's waste money". You'll be fine with the cheaper Core i5 4590 (no it's not worth spending $30 for a 200Mhz clock speed increase unless again "let's waste money"):
$200 - Intel Core i5-4590 CPU

Motherboard: Again, you're not overclocking. Nor did you mention anything in your response to question 9 that would indicate that motherboard would be a solid choice for you. Based on the information you've provided so far, you'll be fine with this motherboard:
$88 - Gigabyte GA-H97M-D3H Intel H97M mATX Motherboard

HSF: Again, you're not overclocking. Nor is that cooler particularly quiet. If you were aiming for low noise and good cooling, I would go with this HSF:
$71 - Noctua NH-D14 120mm and 140mm HSF

If you wanted bang for the buck regardless of the cooling, I recommend this HSF:
$50 - Cooler Master Seidon 120V Liquid Cooling System

PSU: You really cheaped out here. I recommend this quieter and significantly higher quality PSU for $25 more:
$80 - Seasonic G Series SSR-550RM 550W Modular PSU

HDD: IMO, outside of extreme high performance situations, Black drives are not worth the money IMO. I'd rather have more storage space:
$103 - Seagate Barracuda ST3000DM001 3TB 7200RPM SATA 6.0Gb/s Hard Drive

RAM: That RAM is really overpriced for what it is. I recommend getting two sticks of the generally more reliable Kingston RAM:
$74 - Kingston HyperX FURY HX316C10F/8 8GB DDR3 1600 RAM

No, dual channel performance isn't noticeable enough to justify an extra $10 let alone $28 to $30 in this case.

Video Card: With the money you have saved from the CPU, mobo, and HSF change, you can go with a significantly faster video card like the GTX 970 (if you can find one in stock) or the R9 290.
