1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc
Photoshop, MOH: Airborne, and would eventually like to run GTA IV
2) What's your budget? Are tax and shipping included?
$400.00 US, the less money spent the better.
3) Where do you live?
NY
4) What exact parts do you need for that budget? CPU, RAM, case, etc. The word "Everything" is not a valid answer. Please list out all the parts you'll need.
CPU and VGA.
Current Processor is Athlon II X3 435, and Video is Radeon 4550.
5) If reusing any parts, what parts will you be reusing? Please be especially specific about the power supply. List make and model.

bunch of HDD's
CM centurion 590
6) Will you be overclocking?
no
7) What size monitor do you have and/or plan to have?
I still have a Lacie electron blue 19" win 7 set the resolution at 1600 x 1200, but I'm playing MOH at 1024 x 768.
8) When do you plan on building/buying the PC?
this week.
9) What features do you need in a motherboard? RAID? Firewire? Crossfire or SLI support? USB 3.0? SATA 6Gb/s? etc.
no
10) Do you already have a legit and reusable/transferable OS key/license? If so, what OS? Is it 32bit or 64bit?
Yep, currently running Win 7

The current resolution for MOH is ok, it only lags when smoke and fire appears on the screen.
I've also checked windows task manager and the game utilizes 90-100% of all three cores on the Athlon II X3 435, either that or I'm reading it wrong or there's something wrong with my system.
Anyway, I'm hoping that I don't need to replace the PSU. I don't think I need a high performance card for MOH, but for GTA...
I can drive to Microcenter, it's about 40 minutes away, or I can order from Newegg.
I'm thinking about these components.
Phenom II 955

Radeon 5670
5770

Nvidia GTS 450
or possibly a GTX 460

Thanks for all your help folks.

Go for this GPU instead:
$175 - Sapphire Radeon 100315L Radeon HD 6850 1GB PCI-E Video Card

And your choice of the Phenom II 955 is fine.
