I have an Asus F8Sn-A1 with a Core2Duo T5450 @ 1.67GHz and it's a bit long in the teeth.

I'm currently looking at T8100, T8300, and T9300s, but extended my search to P8400 and P8600s. These are all socket P CPUs, but I'm wondering if there are any other concerns I'm not addressing. For instance, will my F8Sn board support 1066MHz FSB?

Might want to check to see if the BIOS will support it and if you have the latest version.

Short answer, no. 1066MHz FSB don't work in PM965.

Long answer, can't be be confirmed. I've found one case of a T9400 not working, but that may not be true for all cases. Might be better off sticking to the 800FSB chips.

I have a similar age Dell with a 2.0Ghz T7250 I've been considering upgrading and the T9300 seems to have the best bang for buck and fewest variables. 800Mhz FSB Penryn 2.5Ghz should be enough gain, and may even run cooler.
