CPU Scaling for HTC Vive?

I've decided to build a separate computer dedicated to my HTC Vive. I already have a GTX 970 and Z97 motherboard laying around. What do you think is the lowest tier Haswell chip I can get before I run into scaling issues?
 
I wonder about this too. I have been using a friend's Vive on his machine which is apparently a stock 2500K and a GTX 1070. It seems like the CPU might be holding it back, because Raw Data seems to run like crap almost regardless of the settings, but I've heard of others playing it on a 1070 at high settings and it working fine.
