Just curious, why are there separate forums for AMD and Intel but no joint "CPU" forum where people can talk about CPUs in general like the Motherboard and Video Cards forums?

Because CPU fanboys are idiots and have proven over and over that they cannot be trusted to act like adults when left in the same forum.
