CPU fan speed problem

I wasn't sure where to post this, however I remember reading somewhere that the problem could be my Intel DG33TL, so I chose to post it here.

My problem is this; when I cold boot my computer after it's been off for a while, during the boot process my CPU fan runs at max speed until it either reaches Windows, or until I give the case a smack.

This does not happen when I restart the computer or if I cold boot after just a few minutes. I have tried plugging the fan on the heatsink directly to the power supply, but the same thing happens, I also booted with the fan not plugged in at all, and it did not happen, thats how I narrowed it down to the CPU fan.

Any ideas on this?

My specs are as follows:
Motherboard: intel dg33tl
processor: q6600 with aftermarket heatsink
video card: hd4850 with aftermarket heatsink
main drive: intel x18m 80gb
secondary drive: 7200.11 seagate 1.5 tb
power supply: thermaltake toughpower 750w
 
Are you sure the fan isn't hitting something? If you smack the computer and the sound goes away, it's probably a bad fan or it's hitting a cable or something.
 
I thought that was the problem originally, but I have checked multiple times and its not hitting anything, I never thought about the fan being bad, I suppose thats a possibility, I will try replacing it.
 
It could be coincidental about hitting the side. Some fans don't like running at lower than normal voltage.
